Losing weight over that belly

Everyone seems to have it at one time in their life, and that is the infamous belly fat.  We are doomed to look like donuts or something until we stop the madness.  Once it starts, the question is how do we stop it.  From my experience, it seems like all those starchy carbs are to blame like donuts, breads, cookies,bagels, and on and on the down the list.  It is ironic that the actual shape of these so called foods is round just like our bellies.  What kind of belly weight loss program one may choose would be one that either reduces those carbs I spoke of already, or eliminate them altogether.
